I have Windows Vista, and I need help with TMM (Transient Multimon Manager). Any help?

Even though my TMM is enabled, it is not working, and I have followed every guide I've found, and none of them work. I have restarted my computer often, and still does not work. When I use my computer, it looks like it could be in safe mode (which is what it seems, since the MMR is not working). My computer tells me it is not working, but I tried everything I come across, and nothing worked. Any help?
