Vista incorrectly displaying the amount of RAM?

I'm running Vista and I just put another 4 GB of RAM in two of four slots for my mother to give me, in theory, 6 GB of RAM. In windows it tells me that a little over 3 GB of RAM whereas the bios tells me that there's six total. I run two tests of memory and it tell me all its ok. It is seen making a mistake and no one has tried this? And only use the RAM you know?

The 32-bit version of Vista you probably can not address more than 4 GB of RAM. The upper memory, just before the mark of 4 GB is used to provide access to other memory devices, especially your graphics card and that becomes addressable memory for the OS, BIOS, you may be able to remap the memory out of that hole above the 4 GiB barrier, which would give you the total amount you have, but it will only work with a 64 bit OS.
