Desktop Effects in Ubuntu

I have an old (like 8 years old) Dell Dimension Desktop in my room with no internet connection and I have Windows with Ubuntu 7.0.4 Feisty Fawn on it. I tried enabling desktop effects, but all that happened was that the screen went white for a few minutes and then returned to normal. I wonder why will not work effects and also how can I get it or aquamarine beryl without internet connection. Also, I downloaded some files and want to know what to do "beryl-core-0.2.1.tar.bz2" and "Aquamarine-0.2.1.tar.bz2" do? PS: I have a new (like 3 years) Dell Dimension downstairs with high-speed internet so I can receive files from the Internet, then move them to the old man with a flash drive or CD or floppy disk.
