Windows 7 Sound Problem Crackling

windows 7 speakers crackling?

ok, so ive tried many things to make this problem go away, ive un installed the sound driver (realtekHD) then rebooted
and then re installed a new one i downloaded, i did the un install and install from the device manager and rebooted twice, problem still persists, i have messed around with the enhancements, which helped ever so slightly, ive tried the compatibility options too, and re installed again, still the same, i know its not the sound card, as the sound is fine through earphones and external speakers,
the thing is though, the sound is fine when playing music and movies from desktop, its when im on youtube and other sites that sound starts to crackle, any one know what could be going on, any help would be appreciated thank you.

Only thing I can think of is to turn down the volume on YouTube and turn up your computer volume (Or vice versa).
