Windows Vista Dual Monitors Taskbar

How to move the taskbar on the screen dual monitors to the far right and have text on minimized windows or open?

I know it sounds crazy, but I have done this before in Vista without any amendments or programs. When I moved the taskbar to the far right of my second monitor, the taskbar does not show no text to Windows. Its similar to Windows 7, as when a window is minimized, only one icon and not the text. I'm using Vista Ultimate 64bit. And when I mean extreme right, the bar is vertical, not horizontal as normal.
